Dear Shri Chidambram,

Kindly refer to your secret letter dated 21/22 December, 2010 which had been published in the media before it reached my office on 27.12.2010 at 11 A.M.

Your assessment of the situation in the State of West Bengal is surprising and is far from an impartial overview of the situation. Maoists have spread from across the bordering states and with the help of small section of local people are creating problems mostly in 28 police stations in three districts of West Bengal. They are trying to create their own areas of dominance. They are indiscriminately killing political opponents and even innocent people. They are attacking police stations, police camps and looting arms. They are also engaged in large scale extortions and other unlawful activities.

You are fully aware of these activities of the Maoists. The greatest challenge is how to contain the Maoists and defeat them finally both administratively and politically.

In recent times State and Central Police through their joint efforts have achieved major successes. Peace and normalcy have been restored in vast areas. People who were evicted earlier are going back to their homes. Govt/Panchayat office are functioning normally and so are the schools, markets and shops. Life is gradually coming back to normalcy in these areas but still we have problem in the areas bordering our state. Trinamool Congress which was earlier maintaining secret contacts with Maoist leaders and outfits are now openly organising meetings with them.

CPI (M) and it allies are trying their best to resist the Maoists by mobilizing people against them and in the process have lost more than 170 of their workers and leaders. Unfortunately, you are now blaming them for the present state of affairs. I am afraid it will divert the attention of all concerned who are struggling against Maoists, the greatest threat to our internal security.

As regards political clashes mentioned in your letter I would like to correct your figures. 32 Trinamool Congress supporters have been killed and 601 have suffered injuries while CPI (M) have lost 69 of their cadres and another 723 have been injured. Indian National Congress has lost one of their supporters and 111 have been injured during the period mentioned in your letter. I, however, agree that it is not a happy situation and I am doing my best to stop these senseless killings. I have repeatedly appealed to all the opposition parties to cooperate. All the parties except Trinamool Congress have come forward to cooperate. Trinamool Congress has refused to talk to administration. I am trying to disarm and demoblise all armed groups engaged in violence in some pockets of the state.

I strongly object to your using the word “Harmad” to mean the CPI (M) party workers without knowing the actual meaning of this nasty word coined by Trinamool Congress leaders.

BRINDA KARAT: ‘GRAVE INJUSTICE BEING DONE TO TRIBAL COMMUNITIES’

ON December 21, while addressing a public meeting in Tamilnadu, CPI (M) Polit Bureau member Brinda Karat called for a time-bound commission to look into the anomalies in regard to the scheduled tribe communities and pointed out that there was a huge undercounting of their number.

“It is not just the question of numbers. Their right to a share of national resources is not recognised because of undercounting,” she said at a protest organised by the National Platform for Tribal Rights at Chennai.

Grave injustice was being done to the tribal communities all over the country because of the very complicated procedures involved in getting a scheduled tribe certificate. There were major anomalies in recognising these communities as tribes. The Supreme Court has also done injustice to them by its ruling that they would lose their benefits guaranteed under the constitution if they migrated to other areas, she said.

Rampant corruption and failure on the part of the government to provide them decent livelihood has been forcing the tribal community to migrate to other areas. “The policy of the government had betrayed its dual standards. Non-resident Indians are allowed to enjoy dual benefits, including dual citizenship. But the children of the tribal people are being deprived of ST certificates,” she alleged.

TRIBAL SUB-PLAN

Brinda Karat also said the government has also not fulfilled its commitment of allocating funds for tribal sub-plan. The allocation should be Rs 23,000 crore for 2010, but only Rs 11,000 crore were allotted.

In some states, some communities were recognised as scheduled tribes, but across the border they were not entitled to benefits. The Gond community comes under Other Backward Classes in Uttar Pradesh while they enjoy the scheduled tribe status in Madhya Pradesh. Tamilnadu, she said, is a terrible example. The Malayali tribe is a scheduled tribe in all other districts, but not in Erode.

Tamilnadu Vivasayigal Sangam president K Balakrishnan said changes in the government did not end the problems of the tribal communities. “They are not able to get benefits because the government is denying them community certificates.”

Tamilnadu Tribal Association president P Shanmugam lashed out that Tamilnadu was the only state that has not implemented the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act 2006.

A large number of tribal people, including hundreds of women, from across the state participated and raised slogans in the protest action. The fact that Brinda Karat had joined with them, inspired the people.

VARANASI ATTACK CONDEMNED BY CPI (M)

The Polit Bureau of the Communist Party of India (Marxist) issued the following statement on December 8, 2019.

THE Polit Bureau of the CPI (M) strongly condemns the terrorist act of a bomb blast at the Shitla Ghat in Varanasi. The blast has killed a one year-old child and caused injuries, some of them severe, to 35 people. The Polit Bureau conveys its heartfelt sympathy to all those who have suffered due to this attack.

The claim made by the so-called Indian Mujahideen for the blast shows that extremist elements are still attempting to disturb the social fabric and communal amity by such senseless acts of violence. In the recent period, investigations have shown how extremist elements belonging to the Muslim or Hindu communities have taken to terrorist activities. It is essential to firmly combat such groups indulging in terrorism. At the same time, it is necessary to isolate the communal forces that have become the breeding ground for extremist violence.

COMPLETE STRIKE IN BHARAT SANCHAR NIGAM LIMITED

The following is the statement issued by the joint action committee of the BSNL on December 1

AS per the call of the joint action committee of BSNL associations and unions, the BSNL workers all over the country went on strike opposing disinvestment /privatisation of BSNL as also the proposal to retrench one lakh workers through voluntary retirement. The workers are also demanding procurement of adequate mobile equipments to provide services to the people, honouring the commitment by the government to financially support BSNL for providing services in loss making areas like lakhs of villages, absorption of ITS officers, revision of pension of pre-2007 BSNL retirees, 78.2 per cent IDA fixation etc. The charter of demands was submitted to the BSNL management and the government more than six weeks earlier, but there has been no effective discussion on the part of the management or the government. Assurances were given by the then communications minister to settle these issues in a time bound matter, but most of the issues are not yet settled. Hence the strike.

The strike is complete in all parts of the country. Most of the offices were closed due to absence of staff. Hundreds of striking workers demonstrated in front of Bharat Sanchar Bhawan in Delhi, which is the corporate office of BSNL. Thousands of workers demonstrated in Kolkata, Chennai, Mumbai, Bangalore, Hyderabad and other metro cities. In Kerala, all BSNL offices stood deserted with nobody to attend work. It was not much different in other states.

Many trade unions organised demonstrations in support of the BSNL workers’ strike. The co-ordination committee of PSU unions observed the day as anti-disinvestment day by organising demonstrations. Central – state government, bank, insurance employees etc organised demonstrations in support of BSNL strike. The strike will continue for two more days.
